Welcome to the Housing Authority of West Haven’s Procurement and Contracts Department. The purpose of this section is to provide interested parties with a general introduction on how to do business with WHHA and to provide information on upcoming procurement initiatives, such as Requests for Proposals (RFPs), Requests for Qualifications (RFQs) and Invitations to Bids (IFBs).

The primary mission of the Procurement and Contracts Department is to facilitate the agency’s mission of effectively providing quality safe, decent, and affordable housing to West Haven’s citizens by creating and sustaining viable communities. The Department ensures that users obtain the appropriate quality commodities and services they require to successfully accomplish their respective missions, goals and objectives in the most timely manner at the most economical cost to the agency in compliance with all applicable regulations and ethical standards. To accomplish our mission of providing quality affordable housing, it is imperative that the Housing Authority of West Haven works with vendors and contractors that can deliver the highest quality of goods and services at the best value to the WHHA . Consequently, it is the policy and practice of the Procurement and Contracts Department to afford qualified vendors the maximum opportunity to participate in contracting opportunities with WHHA. The result of our Effort is the procurement of quality goods and services in a fair, open, competitive and respectful process for everyone involved.

Vendor Registration

The West Haven Housing Authority is seeking to increase its competitive base of qualified vendors/contractors with the ability to provide a wide range of goods and services. Our vendor registration system is designed to maximize business opportunities and competition for the agency’s procurement activities. Vendors are not required to register in order to participate in procurement opportunities, but can complete the registration form below to register as a vendor.

Compliance with WHHA's Criminal Background Policy

WHHA reaffirms its commitment to offering employment opportunities on WHHA-funded projects to qualified applicants with criminal convictions.
When contractors hire employees to fulfill contractual obligations to WHHA and to work at WHHA job sites or on WHHA premises, they must adhere to WHHA’s Criminal Background Policy Statement. In the hiring of those employees, contractors may not apply hiring standards that are more exclusionary than those outlined in the Policy Statement.

No applicant for employment will be automatically barred from employment on a WHHA-funded project at a WHHA job site or on WHHA premises because of his or her criminal background. Instead, any criminal conviction must be evaluated in its full context, including a consideration of the nature and gravity of the conviction, the amount of time that has elapsed since the conviction, and the nature of the job sought, among other factors, unless Connecticut or federal law specifically prohibits hiring a person with that particular conviction for that particular kind of work. Arrests that did not lead to a conviction must not be considered unless the case is still pending.

Section 281 of the National Affordable Housing Act requires each participating jurisdiction to prescribe procedures acceptable to the Secretary to establish and oversee a minority outreach program. The program shall include minority and woman-owned businesses in all contracting activities entered into by the participating jurisdiction to facilitate the provision of affordable housing authorized under this Act or any other federal housing law applicable to such jurisdiction.
